
During the 2025 budget presentation, the Speaker of the Bauchi State House of Assembly, Rt. Hon. Dr. Abubakar Y. Suleiman (Ɗangaladiman Ningi), set a positive tone with heartfelt acknowledgments and commendations.
He welcomed the newly appointed Emir of Ningi, His Royal Highness Alhaji Haruna Yunusa Muhammad Ɗanyaya, to the House for his first visit and praised the invaluable contributions of traditional leaders to the state’s progress.
The Speaker commended Governor Bala Muhammad for his steadfast commitment to timely budget presentations, which enable the state to begin each fiscal year with a new appropriation law. This reflects a clear dedication to the development and welfare of the citizens.
In outlining the priorities of the 2025 budget, the Speaker highlighted key sectors such as education, agriculture, health, and infrastructure as crucial to economic growth and societal development.

He emphasized the importance of the early defence of budget proposals by Ministries, Departments, and Agencies (MDAs), warning that non-compliance with legislative committees would lead to strict penalties.
Stressing the significance of public involvement in the budgeting process, he noted that public hearings would enhance transparency, build confidence in the government’s agenda, and foster greater acceptance of development programs.
Despite the ongoing economic challenges, the Speaker expressed optimism, citing the state’s nearly 80% implementation of the 2024 budget, which was aided by revised and supplementary provisions.
He praised Governor Bala Muhammad’s visionary leadership, calling him a rare gem and a national asset.
The Speaker reaffirmed the Assembly’s unwavering commitment to policies aimed at improving citizens’ lives, in alignment with the Governor’s “My Bauchi Project” blueprint.
He similarly commended the adoption of the N70,000 minimum wage, viewing it as a much-needed relief for civil servants amid challenging economic conditions.
In a clarion call, the Speaker urged the Federal Government to reassess policies that exacerbate hardships, echoing Governor Bala’s concerns about their adverse effects on livelihoods.

He extended profound gratitude to traditional leaders, party stakeholders, and members of the press for their pivotal roles in making the budget presentation a success.
In concluding his speech, he assured the House of the Assembly’s dedication to a swift and thorough review of the proposed budget, pledging a seamless passage before the year-end.
