FINANCIAL INSTRUCTION: Stat2State Holds review validation workshop for MDAs

The United States Agency for International Development (USAID) Stat2State activity, Adawawa, has organized a reviewed validation workshop for ministries departments and agencies on the 1968 Financial Instructions to enhance transparency and accountability in governance.

The review of the financial instructions validation workshop took place at City Green Hotel, aiming at improving transparency, accountability and effectiveness in the governance system.

The Adamawa State2State team lead, Madam Suzanne Myada, appreciates the participants for their active participation during the session, saying the success of what they are doing depends on them.

She added that nobody understands the State and their various Ministries, departments, and agencies much better than they, urged them to make good use of the knowledge gained in their various places of work.

Also, the public financial management specialist of state-to-state Adamawa Mr Allahdon kenan revealed that Adamawa was still implementing financial instructions of the defunct Gongola that had never been reviewed since 1991.

He stated that the financial instructions aim to support the state achieved the four major budgetary goals, which are Overall fiscal discipline, effective allocation of resources to strategic priorities, efficient delivery of public services in a manner that propagates economic growth improved livelihoods and value for money public procurement.

Mr Kenan added that the objective of developing the financial instructions was to align with the state’s recent Public Financial Management laws and regulations.

Other objectives, he said, were to provide uniform standards for the administration of public funds and resources.

A consultant at the training, Mr Ismail Adeleye, who took participants on The overview of the legal and regulatory frameworks of Adamawa PFM, commanded the participants for their commitment, saying the validated draft would benefit Adamawa citizens.

Mr Adeleye then urged the participants to work by ensuring they apply the knowledge gained into practice for effective service delivery and the overall development of the state.

The consultant further said the review of the financial instructions is the responsibility of the state government, saying the state is Lucky to have State2 State support or interventions in that regard.

Some of the participants interviewed, Barrister Joshua waya director civil litigation ministry of justice and mr Salihu Sabana, Director Tax, Adamawa Board of Internal Revenue, both praised State2State for their constant support and reforms in ensuring accountability, transparency and good governance in the state.

They both said that USAID interventions had helped various Ministries, departments, agencies, and civil society organizations in improving services in their work.

The highlight of the training was a plenary discussion on public financial management laws, and group presentations on the draft financial instructions by the participants.
